Background and Context

Despite significant progress, malaria remains one of Africa’s most devastating public health challenges, claiming hundreds of thousands of lives each year. A critical barrier to progress is the insufficient and inefficient allocation of domestic public resources to malaria prevention and control programmes. To address this, Impact Santé Afrique is growing its advocacy portfolio to strengthen Domestic Resource Mobilization (DRM) for health, with a focus on malaria and primary health care financing. This position will play a central role in engaging parliamentarians, ministries of finance and health, and Civil Society Organizations and other leaders to champion increased, well-targeted domestic investments in malaria and health more broadly.

Role Summary

The Advocacy Specialist will lead the implementation of advocacy strategies aimed at increasing domestic financing for health malaria and PHC in Africa. The specialist will develop high-quality advocacy and communication tools, engage key stakeholders, and support the monitoring of health budget commitments and malaria expenditure. This is a high-impact role at the intersection of public health, policy, and finance.

Key Responsibilities

1. Domestic Resource Mobilisation Advocacy

• Design and implement advocacy strategies to increase domestic public investments in health and malaria across target African countries.
• Engage with parliamentarians, members of finance and health committees, and senior government officials to champion adequate health budget allocations.
• Support the organization’s engagement with the Pan-African Parliament and regional bodies on malaria financing resolutions and commitments.
• Monitor and follow up on government commitments related to health financing (e.g., Abuja Declaration targets, Yaounde Declaration, Global Fund /GAVI/ USG co-financing obligations).

2. Advocacy Tools & Materials Development

• Develop compelling, evidence-based advocacy tools including policy briefs, position papers, factsheets, infographics, and advocacy guides targeting policymakers and parliamentarians.
• Produce health budget monitoring frameworks and tools to track domestic allocations and expenditures for health and malaria programmes.
• Design malaria budget execution monitoring tools to assess the quality, timeliness, and efficiency of public spending on malaria interventions.
• Translate complex financial and technical data into accessible advocacy messages for diverse audiences.

3. Policy Briefs and Advocacy Papers

• Lead the research, drafting, and dissemination of policy briefs on priority themes including health budget adequacy, malaria financing gaps, and private sector engagement.
• Develop advocacy papers presenting concrete policy recommendations for domestic resource mobilization, targeting finance ministries, health ministries, and legislative bodies.
• Coordinate peer review processes and ensure all publications meet high standards of quality, accuracy, and political relevance.
• Identify and respond to policy windows and opportunities to submit evidence-based inputs into national budget processes and international forums.

4. Stakeholder Engagement and Partnership

• Build and maintain strategic relationships with civil society coalitions, think tanks, academic institutions, and international partners working on health financing in Africa.
• Support the organization of high-level advocacy events, parliamentary sessions, and events at international conferences, and community of practice meetings.
• Represent the organization in relevant technical working groups, advocacy coalitions, and policy forums.

5. Monitoring, Evaluation and Learning

• Contribute to the development of advocacy monitoring frameworks and regularly track progress against advocacy objectives.
• Document lessons learned and best practices in domestic resource mobilization advocacy for knowledge sharing.
• Produce regular progress reports for internal management and external donors.

Qualifications and Experience

Required

• Master’s degree in Public Health, Public Policy, Economics, International Development, Political Science, or a related field.
• Minimum 5 years of professional experience in health policy advocacy, public finance, or health systems strengthening in Africa
• Must possess at least 5 years of continuous experience in Domestic Resource Mobilisation.
• Demonstrated experience in developing policy briefs, advocacy papers, and communication materials for policymaker audiences.
• Strong knowledge of health financing mechanisms, domestic resource mobilization, and budget monitoring processes in the African context.
• Proven ability to engage effectively with government officials, parliamentarians, and high-level stakeholders.
• Excellent written and oral communication skills in English is required,
• Experience working on malaria programmes or with Global Fund processes.
• Familiarity with African Union frameworks, Regional Economic Communities (RECs), and the Pan-African Parliament.
• Experience with budget tracking tools and public expenditure review methodologies.
• Knowledge of private sector engagement strategies for health financing.
• Experience working in multi-country or regional advocacy programmes.
