Objective of the Consultancy
Overall Objective
To strengthen a multisectoral response in malaria, Impact Sante Afrique in partnership with the National Malaria Programs seeks to develop a practical guide to support non health sectors to effectively combat malaria in their sectors. The guide should outline prevention, tests and treatments interventions in the malaria national strategic plan, key messages and practices to inform non-health ministries and sectors.
Scope of Work / Tasks
The consultant will perform the following tasks:
- Inception Phase
- Review relevant national policy documents such as the National Malaria Strategic
Plan
- Review relevant national policy documents such as the National Malaria Strategic
- Development of the Guide
- The consultant shall elaborate a clear, concise and practical guide for Stakeholder Validation
- Present the draft guide to NMCPs and Impact Sante Afrique and partners.
- Facilitate a validation workshop lead by NMCPs
- Integrate feedback and produce the final version.
All deliverables must be submitted in electronic format (Word + PDF)
Duration of Consultancy
The consultancy will last 20 working days within a maximum of 30 calendar days, starting from the date of contract signing.
Qualifications and Experience
The consultant should possess:
Education
- At least a master’s degree or higher in Public Health, Epidemiology, Health Policy, Social Sciences, or related field.
Professional Experience
- Minimum 10 years’ experience in malaria control, public health, or multisectoral program design.
- Proven experience in developing guidelines, manuals, strategic documents, or policy frameworks.
- Experience working with government ministries and national malaria programs
- Familiarity with Cameroons and DRC national malaria strategies. Skills and Competencies
- Strong analytical and writing skills (French and/or English).
- Ability to synthesize diverse information.
- Excellent facilitation and communication skills.
- Ability to deliver high-quality products within short deadlines. Application file

Evaluation of proposals
The following criteria by the evaluation committee will be used:
- The candidate’s experience in carrying out assignments similar to those specified in the terms of reference;
- The knowledge of the national malaria strategies for the targeted countries
- The understanding of the expectations of the assignment and the proposed intervention methodology.
