I. Context

Impact Santé Afrique (ISA) is an African Not-for-Profit Association based in Cameroon whose main objective is to contribute to improving the health of populations by implementing transformative and sustainable programs that will save lives and improve the health of our communities. Impact Santé Afrique (ISA) coordinates the global platform of Civil Society Organizations (CSOs) for the elimination of malaria (CS4ME).

Impact Santé Afrique (ISA) implements the “Gender Equality Fund” project, which aims to work with communities to design, deliver, advocate for and influence gender-transformative and gender affirming approaches to health. One of the objectives of this project is to increase the representation and influence of trained adolescent girls and young women in key policies and decision-making platforms to promote women’s leadership and advocacy in the malaria response.

To achieve this, Impact Santé Afrique (ISA) plans to provide the target audience in the six countries where the project is implemented, as well as the entire CS4ME network, with a practical advocacy tool outlining actions to ensure that adolescent girls and young women are genuinely included in these decision-making bodies.

With this in mind, Impact Santé Afrique (ISA) is looking for a consultant to develop a mini advocacy guide with tailored messages to better integrate adolescent girls and young women into malaria control decision-making bodies. This tool will be intended for civil society organizations and community actors working in the fight against malaria.

Objectives

The main objective is to develop a mini advocacy guide with tailored messages to ensure better representation of adolescent girls and young women in key decision-making and policy-making bodies, thereby promoting women’s leadership and advocacy in the malaria response. This tool primarily targets organizations working with and/or representing adolescent girls and young women.

Specifically, it will be to:

  • Propose a methodology for developing this mini guide
  • Develop the training and orientation tool
  • Carry out a tool review
  • Validate the training and guidance tool
  • Participate as a trainer in capacity building for civil society actors and organizations working with and/or representing adolescent girls and young women.

II. Functions and responsibilities of the consultant-trainer

Placed under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Senior Civil Society Engagement Officer, the consultant will have to carry out the following tasks:

  • Participate in working meetings with the ISA team, CS4ME secretariat;
  • Develop the guide for strengthening the capacities of CSOs;
  • Review and validate the CS4ME guide;
  • Draft and submit the comprehensive final consultancy report (mission activities, training of civil society actors, recommendations).

Main expected results and deliverables:

  1. A mini advocacy guide with tailored messages to ensure better inclusion of adolescent girls and young women in malaria control decision-making bodies is developed, reviewed, and validated
  2. Capacity building for civil society actors and organizations working with and/or representing adolescent girls and young women is conducted
  3. An end-of-mission report is written and submitted to the NGO Impact Santé Afrique (ISA).

1. Period of the expert mission

This consultation mission will take place from Monday, December 22, 2025, to Friday, January 23, 2026.

2. Candidate profile

The desired expertise will relate to the recruitment of a consultant-trainer whose qualifications and skills are presented as follows:

  • Diploma in one or more of the following fields: Master in Project Management, Public
  • Health/Community Health, social sciences, development sciences or equivalent specialization
  • Proven experience in capacity building in advocacy, strategic communication and community engagement
  • Experience in workshop facilitation and coordination of multi-sector partners in the health field, leadership qualities and skills in facilitating consensus
  • Good understanding of issues related to the fight against malaria as well as strengthening community engagement and Global Fund mechanisms
  • Good oral and written skills of French and English
  • Good writing, analysis and synthesis skills
  • Familiarity with meeting and conferencing applications from a distance.

4. Evaluation of offers

The evaluation of the offers received will be based in particular on the following criteria:

  • The candidate’s experience in carrying out missions similar to those specified in these terms of reference
  • Understanding the mission’s expectations and the proposed intervention methodology
  • The proposed financial offer.
